The Federal Government will, today, arraign Mr Tukur Mamu, ex-terrorist negotiator, on a 10-count charge bordering on terrorism financing among others.
Mamu, who will be arraigned by the office of the Attorney-General of the Federation (AGF) on behalf of the FG, will be arraigned before Justice Inyang Ekwo of a Federal High Court, Abuja.
Justice Nkeonye Maha of a sister court had, on Sept. 13, 2022, given the Department of State Services (DSS) the go-ahead to detain the former terrorist negotiator for 60 days to enable it conclude its investigation on Mamu, who led the negotiation with the terrorists for the release of the Abuja-Kaduna train passengers kidnaped in March 2022.
The charge, which was signed by Director of Public Prosecution of the Federation, Mr M.B. Abubakar, reads:
“That you Tukur Mohammed Mamu, adult, male of no 2b Ahmad Tijjani road, Ali Ladan street U/Dosa, Kaduna, Kaduna State, sometime in the year 2022 in Kaduna within the jurisdiction of this Honorable Court, gave support to the Boko Haram terrorist group to wit: you instigated the Boko Haram terrorist group to boycott the Chief of Defense Staff (COS) Committee set up by the Federal Government to negotiate the release of the hostages (victims) of the AbujaKaduna train attack and acted as the negotiator for the payment, receipt and delivery of ransom payment from the families of the hostages (victims). You thereby committed the offence of Giving support to terrorist groups for the commission of acts of terrorism contrary to section 13 (2) (c) of the Terrorism (Prevention and Prohibition] Act, 2022.
“That you Tukur Mohammed Mamu, adult, male of no 2b Ahmad Tijjani road, Ali Ladan street U/Dosa, Kaduna, Kaduna State, sometime in the year 2022 in Kaduna within the jurisdiction of this Honorable Court, did commit an offence to wit: you undermined and obstructed the Chief of Defense Staff (CDS} Committee set up by the Federal Government to negotiate the release of the hostages (victims) of the AbujaKaduna train attack. You thereby committed the offence of Obstruction of an authorized officer of a relevant agency contrary section 32 (1] (a) of the Terrorism (Prevention and Prohibition} Act, 2022. .
“That you Tukur Mohammed Mamu, adult, male of no 2b Ahmad Tijjant road, Ali Ladan street U/Dosa, Kaduna, Kaduna State, sometime in the 2022 in Kaduna within the jurisdiction of this Honorable Court, did commit an offence in that you received ransom payments in the sum of $120,000.00 (One Hundred and Twenty Thousand US dollars) on behalf of the Soko haram terrorist group from families of hostages (victims) of the AbujaKaduna train attack. You thereby committed the offence of Terrorism Financing contrary to section 21 (3) (a) of the Terrorism (Prevention and Prohibition) Act, 2022.
“That you Tukur Mohammed Mamu, adult, male of no 2b Ahmed Tijjanl road, Ali tadan street U/Dosa, Kaduna, Kaduna State, sometime in the 2022 in Kaduna within the jurisdiction of this Honorable Court, did commit an offence in that you received ransom payments in the sum of NSOO, 000.00 (Five Hundred Thousand Naira) on behalf of the Boko haram terrorist group from families of hostages (victims) of the AbujaKaduna train attack. You thereby committed the offence of Terrorism Financing contrary to section 21 (3) (a) of the Terrorism (Prevention and Prohibition) Act, 2022.
“That you Tukur Mohammed Mamu, adult, male of no 2b Ahmed Tijjani road, Ali Ladan street U/Oosa, Kaduna, Kaduna State, sometime in the year 2022 in Kaduna within the jurisdiction of this Honorable court, did commit an offence to wit: you exchanged voice note communications in relation to acts of terrorism with one Baba Adamu (Boko Haram spokesperson) You thereby committed an offence of Acts in furtherance of acts of terrorism contrary to section 2 (2) (b) of the Terrorism (Prevention and Prohibition) Act, 2022.
“That you Tukur Mohammed Mamu, adult, male of no 2b Ahmad Tijjani road, Ali Ladan street U/Dosa, Kaduna, Kaduna State, sometime in the year 2022 in Kaduna, within the jurisdiction of this Honorable Court, did commit an offence to wit: dealing in terrorist funds in the sum of $300,000.00 (Three Hundred Thousand US Dollars) which was found in your possession. You thereby committed an offence of Dealing in terrorist property contrary to section 23 (1) (a) of the Terrorism (Prevention and Prohibition) Act, 2022.
“That you Tukur Mohammed Mamu, adult, male of ne 2b Ahmad Tijjani rood, Mii Ladan street U/Dosa, Kaduna, Kaduna State, sometime in the year 2022 in Kaduna, with n the jurisdiction of this Honorable Court, did commit an offence to wit: dealing in terrorist funds in the sum of N20,000,000 (Twenty Million Na ra) which was found in your possession. You thereby committed an offence of Dealing in terrorist property contrary to section 23 (1) (c} of the Terrorism (Prevention and Prohibition) Act, 2022.
“That you Tukur Mohammed Mamu, adult, male of no 2b Ahmad Tijjani road, Ali Ladan street U/Dosa, Kaduna, Kaduna State, sometime in the year 2022 in Kaduna, within the jurisdiction of this Honorable Court, did commit an offence to wit: concealed terrorist funds in the sum of $300,000.00 (Three Hundred Thousand US Dollars) which was found in your possession. You thereby committed the offence of Concealment of Terrorist funds contrary to section 23 (1) (c) of the Terrorism (Prevention and Prohibition) Act, 2022.
“That you Tukur Mohammed Mamu, adult, male of no 2b Ahmad Tijjani road, Ali Ladan street U/Dosa, Kaduna, Kaduna State, sometime in the year 2022 in Kaduna, within the jurisdiction of this Honorable Court, did commit an offence to wit: concealed terrorist funds in the sum of N20,000,000.00 (Twenty Million Naira)} which was found in your possession. You thereby committed the offence of Conceaiment of Terrorist funds contrary to section 23 (1) (c) of the Terrorism (Prevention and Prohibition) Act, 2022.
“That you Tukur Mohammed Mamu, adult, male of no 2b Ahmad Tijjani road, Ali Ladan street U/Oosa, Kaduna, Kaduna State, sometime in the year 2022 in Kaduna within the jurisdiction of this Honorable court, did commit an offence to wit: exchanging voice note communications with one Baba Adamu (Soko Haram spokesperson) in relation to the purchase of cameras, speakers and tutorials on how to host a website for the broadcasting of terrorist activities (sermons) without disclosing the information to the relevant agency. You thereby committed the offence of Concealing of information about acts of Terrorism contrary to section 16 (1) of the Terrorism (Prevention and Prohibition) Act, 2022.”
Tukur is yet to be arraigned at the time of writing.
